After completing one degree of freedom in a phonon calculation, vasp aborts with the following error message:

internal ERROR in RE_READ_KPOINTS: the total number of non zero k-points in the full Brillouine zone has changed 48 96

What is the cause of this error? Here are my INCAR and KPOINTS:
