What is the difference between VPU and CPU time given in the OUTCAR file?

Thank you,

AFAIK VPU time is the cpu time, i.e. the amount of time the cpu has spent executing vasp. CPU time is the wallclock time. Yes, it's a bit backwards.

The difference CPU-VPU is the time spent on other tasks, or idling.

When VASP is run in parallel, does VPU time include the time taken to send the data between each nodes or is it just the sum of the times taken individually by each node?
