PREC=High in VASP 5.3 ENCUT??

In VASP 5.3 if I use PREC=High the code will add 30 % upon the maximum ENCUT in the POTCAR file, according to the manual. Is this also the case when the ENCUT in the INCAR file is specified, or does this keyword overwrite the default settings of the PREC=High?
